Turn slope and elevation exclusions back on? #53

Currently turned off due to performance considerations.

The "new" raster slope file is too optimistic in terms of where solar can be built but is better than nothing?

The slope exclusions have been re-introduced into the main branch of the model with PR #60. We decided to use the same 40˚ excluder for both onshore and solar, for now. This is closer to the desired end-state than having no exclusions for solar.

Elevation exclusions remain unchanged.
