Add a prebuild command #14

Hello,

In some case I had to run a prebuild command, f.e. : add a custom nuget source. Here is a use case : https://github.com/prism-be/picshare-utils/blob/main/.github/workflows/ci-dotnet.yaml

If this can be a usage for you, you can merge the PR. If not, I'll keep on my fork :)

I've published a new version v2.1.3 with the new parameter.
