Correct FIPS for Thailand's Nakhon Ratchasima Province #142

Currently both Nakhon Ratchasima and Chai Nat are mapped to FIPS TH32. The correct code for Nakhon Ratchasima should be TH27.

Added: Phang Nga's code is also incorrect. The correct one should be TH61.
