Adds status webservices to the bpe and fhir app servers.
Adds a simple status webservice client to the bpe and fhir docker images.
Adds healthcheck configurations to all docker-compose files.
Removes the bpe_proxy docker image from the project and docker-compose files.
Cleans up the ProcessService bpe webservice and makes it a read-only webservice.
