Leading "/" in base url .../fhir/ is mandatory for post of transaction bundle #393

If you post a transaction bundle (e.g. AllowList bundles) to the base url [fqdn dsf fhir server]/fhir without following / results in an error. If the following / is added to the base url, the post of the transaction bundle is accepted eg. [fqdn dsf fhir server]/fhir/
