Refactor & clean CI #757

What is the Purpose?

Remove and refactor CI and scripts in preparation for migration to new K8s FluxCD setup

What was the approach?

See task list in issue #733

Are there any concerns to addressed further before or after merging this PR?

[x] Delete staging branch: @andrew requires special access since it is a protected branch
[x] Delete/edit documentation related to staging environment
[x] Delete Github secrets specific to staging branch
