Show KiCost as KiCad plugin on Pcbnew. Still need some fix on kicost_kicadplugin.py and depends of fix #351 (small icon) and #151 (to place the file at KiCad plugins folder).

It already work. But not at Ubuntu due a KiCad issue https://bugs.launchpad.net/kicad/+bug/1828260

Next step is show KiCost at Eeschema BOM plugins list. Use the https://forum.kicad.info/t/add-my-tool-to-bom-list/17087/4 information during the KiCost installation.
