Create distributor template and common code #386

/distributors/dist_local_template.py and manly /distributors/api_partinfo_kitspace.py and /distributors/api_octopart.py have some common code and directives. Those should be commonly write at /distributors/distributors.py. These will allow to add more distributors and APIs to KiCost.
