Replace Travis CI/CD tests using GitHub Actions #449

Integrates the tests/test*.sh tests with PyTest
Uses GitHub instead of Travis
Tests against Python 2.7, 3.5, 3.7 and 3.9 (all passing)
Changes the badge in README.*

Fixes #442
