ci/docs: update docs, task runners and workflow

Changes to task runners Makefile and Justfile

• combine formatter checks and linting into one target
• lint target run all commands and exit with status at the end

Change to README

• update dev docs
• update new feature

Changes to actions workflow:

• update to work for new task runner changes
