Enhancement : punctuation settings for ChromeVox #137

This is a request to add a setting to ChromeVox options that allows the user to 
create levels of punctuation that they can select, for example, a user might 
create a level with all punctuation marks to use while reading source code or 
doing mathmatics, and another with fewer spoken symbols for reading documents 
and chatting on Hangouts.
