QueryServiceConfig2 + SERVICE_CONFIG_TRIGGER_INFO: lists events which start/stop service automatically.

Only works starting with Windows 8 or so, so has to be dynamically accessed only if supported.

Long done, but in a very crude way. Will not close until it's at least mostly usable.
