Something strange going on with editor scrollbar when you mouseover it #147

Observed on Windows 7 with Desktop composition enabled, at two different PCs. When you
move mouse over editor scrollbar it flashes with black.

This is a known issue with TScrollbar and DoubleBuffered under Desktop composition:

No fix is yet offered (hi Borlancaderro). Considering disabling DoubleBuffering.
