Simplify Dictionary manager and manual dictionary import

Several enhancements have been made to dictionary manager window:
1. Removed some buttons to reduce confusion. E.g. removed "Refresh" button: you can
still refresh with F5, but in most cases this isn't needed (dictionaries are rarely
copied manually AND on-the-fly) and in any case we should just add directory watcher
(not done).
2. Simplified import process. Only one dictionary can be imported into one package
(who even did that? imported several dictionaries into one. I believe that's pointless).
When you click "Import", you're immediately presented with a file selection dialog;
when you choose a file, target name is pre-populated.
If it's one of known dictionaries, info is pre-populated too.
