Implement footer links #25

We need some footer links so the user doesn't have to go all the way up after viewing a long page.

The mockup has some links we can use, but we can probably leave 'guidelines' and 'events by city' for a 1.1 release.

28 adds links to the footer, so it should be fine at this point.
