New Opposite problem: index terms not building #290

So I just uploaded this document and the term "Response to Simenon and Ellison" doesn't show up in the index https://tanyaclement.github.io/harvard1953/august-4-evening-part-three 10_tape05.xlsx

We investigated this, and it looks like there is no file under the Jekyll collection _terms, but the IIIF annotations do exist: https://github.com/tanyaclement/harvard1953/blob/gh-pages/_data/annotation_store/august-4-evening-part-three-canvas-1-carvel-collins.json#L73-L78
