feat: add update_dark_mode event #182

In docs mode, Storybook won't display its toolbar by default. I suggest listening to UPDATE_DARK_MODE event to act as a click on the toolbar menu item. In that case, I can put a CTA on the Doc page, to control the whole Storybook appearance.
