Allow values to be specified in environmental variables.
Update flask_local.bash to reflect these changes.
Add demo event instance used to test these changes still work.

Flask 1.1.1 is out, shall we try to upgrade to that as part of this PR as well (if that isn't too much work)?

This has already been done - back when I updated the license :+1:
