chore: remove jupyter kernel from workspace #1430

Description

The clarity-jupyter-kernel component is unmaintained. Maybe we could fully remove it, or keep it maintain it some day. In the meantime, it can safely be removed from the workspace.

It simplifies the cargo.lock file and remove some very old dependencies. Especially failure which trigger Critical dependabot alerts on this repo.

Other than that, this PR has no impact.
