build: switch to tsup

switch to tsup

• 🛠 switch build system away from unmaintained tsdx to tsup
  • allows us to remove a dependency for developers downstream
• more cleaning up
  • unify config files
  • add npm auto-publish headers to PRs
  • update dependencies
