Publish Chainhooks API Docs #345

Generate and publish the API docs for Chainhooks; OpenAPI spec here.

Ensure the JSON file is up-to-date on every new release of Chainhooks.

Likewise, there's no reference to the hosted Chainhooks in the current document; let's, please capture that detail in the feature guide.
