ci: add cd and performance improvements

• Enables a pipeline to deploy into a dev, staging, and production environment much like the Explorer.
  • Example run
• Each deployment to an environment is guarded by a manual approval gate. When approval is received, the pipeline will continue with the deployment to the targeted environment, then wait at the next approval gate.
  • Currently only @MicaiahReid and @lgalabru have permissions to approve deployments into an environment, but anyone with admin permissions can configure this here.
• Significantly reduces build time to <10 minutes at best by leveraging GH Actions cache and cutting out arm64 builds.
  • GH Actions runners use an amd64 CPU arch, so any arm64 Docker images must be built in an emulator which is notoriously slow.
• Adds concurrency definition to auto-cancel GH action runs on the same branch or PR.
• Updates many GH actions to their latest version

@MicaiahReid I forgot to mention, deployment to the dev and staging environments will auto-approve when a new release is published -- so most commits/merges to main. And deployments to prod are restricted to pipelines where a new release is published. There is another GH actions workflow I need to add for rollback functionality, but that can come in another PR.
