description content for the rdf

along side the name (#99) I think we need to consider some header content in the standard.... below is a bit of a strawman - fields incomplete etc - that I think we need agreement on...
i think there are a number of questions here for example

citation format
publisher - chah or hiscom (creator is clearly HISCOM)
adding contributor information to each version
license?
provenance - think this may be better as a link to somewhere else (github readme or other md file?) see for example what was done for Audobon Core - http://terms.tdwg.org/wiki/Audubon_Core_Term_List and https://github.com/tdwg/ac

(another Friday grenade - chuck and run for cover over the weekend - but I do think this is important)
