Intervention Configuration: "This indicator has no configured legends" error message when user has not selected specific indicators for map layers #291

The error "This indicator has no configured legends" appears in the map thematic layer config when the user has not selected any indicator

The error should only appear when the user has selected an indicator that does not have legend set
