Simplify configuration of enabling Rook

Is your feature request related to a problem? Please describe. By default rook is enabled in configuration/features doc and disabled in configuration/rook. Thus it exists in inventory file even when it's unused. To be installed, it has to be enabled in two places which seems to be redundant.

Describe the solution you'd like Enabling/disabling rook in one place. No rook group in inventory when it's disabled.
