[issue] 2ndQuadrant repository under maintenance

Describe the bug Some parts of 2ndquadrant portal are undergoing maintenance. It is not possible to download the GPG key or add general public APT/RPM repositories as shown in the official documentation.

This causes the download-requirements script to fail.

Links from the official documentation lead to information about ongoing maintenance.

At this point we are waiting for the full functionality of the repository to return.

  As a workaround, offline mode can be used, assuming you have previously downloaded and stored the requirements.
