Feature - Bonds

Currently Bonds (pg 98) are missing from the system. The mechanical things to note about bonds:

• Represents a strong relationship to a person (or establishment?) - Could be useful to have the have a link to the represented Actor
• Normally max at any time is 3 (though this should be overridable imo in case someone wants to change their gameplay a bit)
• Transferal of stress (up to D8 normally)
• Can remove Minor fallout or downgrade Major (costs D8 stress to bond)
• Bonds suffer special fallout (Minor - they have a problem, Major - they are in serious trouble, Critical - removed as a bond)

Optional rules include:

• Players may make requests of their bonds
• 1d10 is rolled by default
• +1d10 if the request is a local request
• +1d10 if the request is within their expertise
• Roll proceeds as per normal character roll rules (determine success, roll stress, roll fallout)
