申请添加 epel 镜像 #29

请参见 USTC：https://mirrors.ustc.edu.cn/epel/

由于哈工大网络中心的服务器无法访问Internet，导致Cent OS无法使用原生的 EPEL 镜像，从而无法正常安装主流软件包。 建议增加对 EPEL 镜像的同步。
