Freeze DBpedia languages #91

For some reason, German_language doesn't have a dbo:iso6391Code anymore, which breaks the database initialization at https://github.com/hitontology/database. To prevent further breaks, find a new way to get all used languages without getting too many and then persist that in the repository so there won't be any more breaks in the future.
