Contains a complete rewrite of the API. ~~Currently up on http://hitraffic-api.herokuapp.com, but will be set up on http://api.hitraffic.org once I have time.~~ This is now up at http://api.hitraffic.org. This implementation isn't perfect, so issues will be opened soon.

~~TODO: Need to document environment variables.~~
