License information ambiguous #4

I noticed the licensing is a bit ambiguous.  Namely, the toplevel
LICENSE file is Apache, but the individual files say:

   Copyright 2009 Google Inc. All Rights Reserved.

with no other information.

I assume Google actually intends to license it as Apache-2.0, but that
"All Rights Reserved" with nothing to the contrary in each file makes
the situation very ambiguous.

This should be fixed in the next release of the Python api.
