Change MutAnnotsViewer escape mutants dropdown from by reference to by mAb #3

By reference is not very useful when viewing for escape mutations of a certain mAb. This should also involve changes in chiro-cms's build_plugins/build_mutannots_json.py and the schema of mutannot config.
