What steps will reproduce the problem?
1. Close the tool pallet
2. Try to open it again, you can't
3. Quit and relaunch
What is the expected output? What do you see instead?
Expect to see "Tool Pallet", a checked/unchecked menu item on the Window menu
What version of the product are you using? On what operating system?
