Library variable groups #10

I wanted to add some variable groups to my Azure DevOps project but couldn't find the API request so I thought I would ad it.

Hopefully its in the right place in the folder structure.

Not sure why my Postman has removed the references to raw mode?

My first attempt at collaborating on postman collection, hopefully not messed anything up but happy to fix if I have.
