[Condition] Cardinality discrepancy bodysite BeProblem #49

In issue #22 it says the bodyLocalisation has cardinality 0..1. Online https://www.ehealth.fgov.be/standards/fhir/core-clinical/StructureDefinition-be-problem.html a cardinality of 0..* is noted.

I assume (and hope!) the cardinality of 0..* is correct. Can this be confirmed? (@bdc-ehealth )

WG: We change the business rule document to allow for multiple bodysites.
