Do we need a "general" Representative not bound to a specific Willcode ?

Do we allow 1 representative "covering" all wills of the patient (except if stated otherwise) or covering several patient Wills ?

Or do we expect the same representative to be repeated for several/all wills ? (.e.g. most ACP wills ?)

Context:

• In Business rules 1.1 > 2.Advanced Care Planning > Minimal content: advice of the "Federale Evaluatiecel Palliatieve Zorg", "Consult on the possible appointment of a legal representative or a power of attorney (in case the patient should become unable to decide for himself or herself decision)." should be part of the recorded data.

• issue #10, original question "The custodian who agrees with this DNR request on behalf of the patient", this is neither the notary, nor the commune, ... but probably the same person for other ACP wills like "no antibiotics", "no hydratation or artificial nutrition", etc. ? Especially if no specific patient will recorded for these (patient undecided or not discussed with physician).

If so, how do we implement this ?

• a patientWill record with a Provision.Actor but no Provision.Code (Willcode) ?
• the cardinality of Provision.Code is 0-* (not required) but the description says "required" ? Cf. also #11 !

WG: the group also thinks that the effective contactdata should be present in the resource in case of emergency. A RRN is not sufficient in emergency cases. Maybe a general contact should be available for all will for which there is not explicit contact. Legal consequences are to be checked.
