WG 30/11/2023: we adapt the following system (see referral prescription)

1) the sender can send without identifier, but put a unique value in the HTTP header 2) the receiver attributes the ID and returns it 3) if something goes wrong and the sender does not receive the ID, the sender resends with the same unique value in the HTTP header 4) the receiver checks the unique value in the HTTP header for duplicates before processing the message again.
