V2 0074 table support #415

The Agency was looking at tackling this as part of the diagnostic work stream with the Agency terminology team. @oridashi why is this tagged PA?

Note: Code system https://phinvads.cdc.gov/vads/ViewCodeSystem.action?id=2.16.840.1.113883.12.74 reflects the HL7 table 0074 before it was recently updated with the HL7 V2.8.2 updates where "Cytogenetics (CG)" and "Genetics (GE)" were added to the table. Refer to HL7 Version 2 Table 0074 for the updated content.
Note: the OIDs to be used would be:

FYI - HL7 table 0074 in Australian Diagnostics and Referral Messaging - Localisation of HL7 Version 2.4 has the same content as HL7 Version 2 Table 0074; hence the flagging as "Genetics (GE)" as being an Australian localisation is no longer needed and a comment has been made on the ballot for Australian Diagnostics and Referral Messaging - Localisation of HL7 Version 2.4.

Hence, no need to create a code system for AU content of HL7 0074, as the AU content has been subsumed into the HL7 International content of HL7 0074.
