Incorrect URL references in HealthcareService and PractitionerRole #16

HealthcareService and PractitionerRole URL references to au-base (http://hl7.org.au/fhir/base/2019Aug/StructureDefinition**) produce 404 errors for the following elements:

Should reference http://hl7.org.au/fhir/2020Aug/StructureDefinition-***

This appears to resolve itself when pull request https://github.com/hl7au/au-fhir-pd/pull/19 is applied
