PractitionerRole and HealthcareService to reference one and same Location #8

Agreed Change 3:

The SMTWG meeting of 2 April 2020 agreed to make it mandatory for PractitionerRole to reference exactly one Location and for that reference to be to the same one Location as the referenced HealthcareService (which also is required to reference exactly one Location).
