As Tracey I want to generate to generate the test data so I can develop my TestKit based on it.
The test data contains a https://www.hl7.org/fhir/mapping-language.htm tool that takes in csv tables modelled as resources and maps them to resources which are then serialized.
This ticket runs this tool in a github action.
The branch will only contain items required for the tool.
