Missing code system or invariant? #83

Should this be bound to a ValueSet from MedCom Term or a FHIRpath expression that evaluates the prefix?

I would prefer a CodeSystem if possible (MedCom should then agree to maintain it), and I believe the OID 1.2.208.184.100.8 was reserved for this, but at the moment I cannot find any reference to cite. Shouldn't we let MedCom propose a way forward on this issue?
