deps!: update libp2p, helia, sub-modules and aegir. #110

Updates Libp2p to version 1.0.9 and updates it's related sub-modules.
Updates Aegir to 41.1.14.

Should not be merged until Helia can be updated to v3: https://github.com/ipfs/helia/issues/337

@libp2p/webrtc-star is not maintained and has outdated versions of packages - I have added @ts-expect-error to make it build but browser tests are failing.

I have overridden the multiformats dependency on @alanshaw/pail due to package version mismatch - this can be removed when it gets updated.
