Basically when you switch to "Only Measure" mode or from it - angle constraint looses the position you setup for it. Sometimes it changes more dramatically than in the example and need to be readjusted every time.
I guess it's not a big issue but gets in the way a bit if you're switching to reference mode and back to test different angles.
