Please create an API version for Excitement #542

Hi, Please create an API version for Excitement. So that it would be possible to sent pair of sentences (Hypothesis and Text) and configuration with algorithm to some web address (or to the API) - and it would return the result. P.S. I'm asking this because it is impossible to install you project locally due to lots of bugs in the code
