Unfortunately, as you have not specified the specific area in our developer guide that has the broken link, we have tested every single link in the 'manual testing' section in our DG as well as Ctrl - F our developer guide's source code to look for the link that you have provided in the screenshot. Unfortunately, we are unable to find a broken link.

Reason for disagreement: I don't mean to disagree with it but I just want to mention that Preview and Safari in MacOS 10.15 Catalina can change symbol in the hyperlink (change # to %) which makes the link does not work.
