Add try catch around Storage API access

• Storage API can be disabled via chrome://settings/content/siteData for testing.
• While most Commerce functionality will not work without cookies or Storage API access, the site should at least not completely break.
• This PR adds some error handling for:
  • Config retrieval
  • Product recommendations
  • Cart API
  • ACDL type checking
