Carousel

There are 2 parts to this issue:

• [ ] Build a block that implements the carousel pictured in the screenshot below
• [ ] Other blocks (columns, cards grid) also become a carousel on mobile. This block needs to expose a function and separate stylesheet that the other blocks can call/load on mobile to become carousels.
