Sign-in header experience #68

Sign in button on header goes to a full page experience and then gets redirected back to the original page.
Franklin page has JS to check if user is logged in and then show the logged in view

removed the sign in experience for now. not necessary on the careers site. can add it back whenever we have the global script updated to not use jquery.
