Writers set element IDs throughout the content so that they can link directly to specific steps in procedures or specific paragraphs. The worker isn't properly handling the AsciiDoc syntax for setting ID attributes, and so we're seeing the following impacts:
The place where we set the ID is being incorrectly rendered on the page as a link -> it should be invisible
The place where we set the ID in the AsciiDoc source isn't setting the ID in the corresponding HTML element.
As a result of the first two bullets, cross reference links to the specific element (via its ID) isn't working.
